A service used by municipalities and provinces to publish government documents may have been the target of a digital attack on Monday morning. As a result, pages with council and states documents on various sites are less accessible than usual.

NotuBiz, the service’s provider, is experiencing a large amount of network traffic on its systems. “The firewall is doing its job properly,” a spokesperson told the ANP. “The traffic is being stopped and people are being put in the queue.” The company declined to comment on additional questions from NU.nl.

NotuBiz also declined to say whether it was a DDoS attack. The pro-Russian hacker group NoName05716 has reported the attack on Telegram and claimed responsibility. The group often carries out such attacks on sites in countries that support Ukraine.

The provinces of South Holland and Overijssel, among others, are experiencing problems. Furthermore, certain pages of municipalities such as Den Bosch, Delft and The Hague are less accessible.

A spokesperson for the municipality of The Hague confirms the problems, but cannot comment on a possible attack. The NATO summit will take place in The Hague on Tuesday and Wednesday. Warnings about cyber attacks had already been issued in the run-up to the summit.

The largest parts of the municipal and provincial sites are still available. “Our own site is accessible and continues,” says the spokesperson for the municipality of The Hague. “And it is well secured. These problems specifically affect the systems provided by third parties.”
