Het veelbesproken pensioenplan van NSC is dinsdag gestrand in de Tweede Kamer. Van de 150 Kamerleden stemden 73 tegen en 72 voor. Het voorstel moest mensen inspraak geven over de overgang naar het nieuwe pensioenstelsel.
NSC-Kamerlid Agnes Joseph wilde alsnog regelen dat werkenden en gepensioneerden zelf kunnen kiezen of ze overstappen naar het nieuwe stelsel of in het oude stelsel blijven. Dat kan niet onder de huidige wet, die twee jaar geleden werd aangenomen.
Het veelbesproken plan van NSC werd gesteund door PVV, BBB, SP, Forum voor Democratie en Partij voor de Dieren. DENK liet vlak voor de stemming weten tegen te gaan stemmen. Daardoor splitste de Kamer zich in twee gelijke kampen. VVD, D66, CDA, CU, SGP, JA21, GroenLinks-PvdA en Volt zijn ook tegen het voorstel.
De voor- en tegenstanders hebben in totaal allebei 75 Kamerzetels. De eerste stemronde, die langs de fractielijnen verliep, eindigde dan ook in een gelijke stand. De tweede stemming, die hoofdelijk verliep, eindigde in 73-72. Vijf Kamerleden waren dinsdag afwezig.
Het wetsvoorstel dat pensioenfondsen een jaar langer de tijd geeft voor de overgang naar het nieuwe stelsel is dinsdag wel aangenomen. NSC had het inspraakplan hieraan gehangen.

Het plan van NSC maakte de afgelopen tijd veel los. De tegenstanders vinden het kwalijk dat Joseph de transitie naar het nieuwe pensioenstelsel op z’n kop zet.
Het kabinet heeft zich ook tegen het voorstel gekeerd. NSC-minister Eddy van Hijum (Sociale Zaken en Werkgelegenheid) vindt dat het de collectiviteit ondergraaft. Ook vreest hij voor vertraging, juridische problemen en hoge kosten.
DENK bekende lange tijd geen kleur. De partij liet dinsdag in een verklaring op X weten dat ze nog steeds tegen het nieuwe pensioenstelsel is, maar het plan van NSC ziet als een “schijnoplossing”. Het voorstel neemt volgens DENK te veel risico met de waarde van de pensioenen. Uit onderzoek dat de partij aanhaalt zou blijken dat de gevolgen van het NSC-plan kunnen neerkomen “op maar liefst 8 procent lagere pensioenen voor groepen Nederlanders”.
Ook vanuit de sector kwam al veel kritiek. De pensioenfondsen stellen inderdaad dat ze hogere kosten zullen maken. Die rekening zal dan terechtkomen bij de deelnemers. Ook de toezichthouders en de Raad van State zijn zeer kritisch. DENK wil ook deze waarschuwingen niet zomaar negeren, schrijft de partij verder.
Joseph wuifde de afgelopen weken alle kritiek weg. Volgens haar gaat het om een kleine wijziging. Het regelen van individueel bezwaarrecht is volgens het Kamerlid ook eenvoudig. Net als NSC vinden de voorstanders het belang van mensen om over hun eigendom te kunnen besluiten, opwegen tegen de eventuele nadelen.

The bill that gives pension funds an extra year to transition to the new system was adopted on Tuesday. NSC had attached the participation plan to this.
NSC Plan Leads to Delays and Problems Accordination to Minister
The NSC plan has caused a lot of controversy recently. Opponents find it worrying that Joseph is turning the transition to the new pension system upside down.
The cabinet has also opposed the proposal. NSC Minister Eddy van Hijum (Social Affairs and Employment) believes that it undermines collectivity. He also fears delays, legal problems and high costs.
DENK did not reveal its position for a long time. The party announced in a statement on X on Tuesday that it is still against the new pension system, but sees NSC’s plan as a “sham solution”. According to DENK, the proposal takes too much risk with the value of pensions. Research cited by the party shows that the consequences of the NSC plan could amount to “as much as 8 percent lower pensions for groups of Dutch people.”
There has also been a lot of criticism from the sector. The pension funds indeed state that they will incur higher costs. That bill will then end up with the participants. The supervisors and the Council of State are also very critical. DENK also does not want to simply ignore these warnings, the party writes.
Joseph has dismissed all criticism in recent weeks. According to her, it is a minor change. According to the Member of Parliament, arranging individual right of objection is also simple. Like NSC, the proponents believe that the importance of people being able to decide on their property outweighs the potential disadvantages.
